NATIONAL AI ETHICS AND INNOVATION COUNCIL
Artificial Intelligence will define the 21st century — but whether it uplifts humanity or undermines it depends on what we do right now.
We can’t let innovation outpace ethics, or let private companies make moral decisions that affect the entire world.
America should lead not just in building technology, but in building trustworthy, transparent, and human-centered AI.
THE PROBLEM
AI is transforming work, education, and security — but without clear rules, bias, misinformation, and surveillance are spreading just as fast.
Tech giants self-regulate, prioritizing profit over public good.
Lack of accountability has allowed deepfakes, data exploitation, and algorithmic discrimination to go unchecked.
There’s no central authority coordinating research ethics, AI safety, and national innovation strategy.
The U.S. risks falling behind to nations that tightly integrate AI into government — even when those systems threaten human rights.
If we want AI to serve democracy, not dominate it, we need leadership — not chaos.
OUR PLAN - ETHICAL INNOVATION WITH AMERICAN VALUES
We’ll build a framework where innovation and accountability go hand in hand:
Establish the National AI Ethics & Innovation Council (NAIEIC) — a bipartisan, public-private body that sets transparent standards for AI research, development, and deployment.
National AI Risk Registry — Require disclosure and classification of AI systems that pose risks to privacy, security, or equity.
Ethical Design Mandates — Ensure AI products meet clear standards for fairness, transparency, and human review before release.
AI Accountability Act — Define liability for harmful automated decisions and require explainable algorithms in government or critical industries.
AI in Public Service — Use artificial intelligence to improve public services — from benefits processing to emergency management — under strict ethical oversight.
Funding for Public Interest Research — Support open-source, academic, and nonprofit AI innovation to balance corporate influence.
Global AI Standards Partnership — Lead democratic nations in creating international norms for AI governance that defend privacy and freedom.
WHY IT MATTERS
AI is not just a tool — it’s a force multiplier for everything we value or fear.
By creating a framework rooted in transparency, accountability, and human rights, we ensure AI strengthens democracy instead of replacing it.
“We can lead in AI without losing our humanity.”
